Either way this looks reasonably close to my first draft of the archetype (at least in colors and ETB creatures) which makes me think (n=2) that Bant is the most natural home

You have a small gap to answer this card before it deals combat damage, but even then, it has ward 4, so good luck if you lack an edict effect

With how lore-rich and monster-heavy the MTG and Doctor Who universes both are, it doesnt feel like that much of a leap to imagine swapping out dragons and Planeswalkers for aliens and Time Lords

Bedevil is an excellent card and has many targets in Modern, but may fall be in the shadow of Kolaghans Command for the time being unless you need planeswalker removal

If you have more money than time, or just some budget allocated for MTGA, this route might be the best bang for your buck
