I haven't been able to find the exact odds of finding an anime card in these wildcard slots (which can also contain Borderless, Jumpstart, or Commander cards in some packs), but WotC's article describes said odds as small. In the case of Collector boosters, they have two slots with a chance to drop an anime Enchanting Tales card: The Non-foil rare or mythic rare Enchanting Tales slot, in which odds for a rare anime card are 6.7% and odds for a mythic rare anime card are 10% (while the remaining 83.3% of the time you'll get a regular Enchanting Tales card in this slot, either a rare or a mythic rare)
Some permanent, some temporary
Despite having a restriction on targets, costing a chunk of life, and requiring you to control a swamp, its an exceptional removal spell
Even with a down few seasons, Chipper being elected to the Hall of Fame has been a big positive
Essentially bringing back interrupts somehow wasn't a big crowd pleaser, so I'm skeptical of its return
